What is a timeout?

A timeout is when you do not make a move in the allotted time.

To reduce your timeout percent, play more games without timing out.

Yes, timeouts count as a loss against you. Additionally, the higher your timeout percentage is, the fewer tournaments you will be able to join. The best way to aviod time-outs is to play games with longer time controls.
