thats the way i see it at least.
because if 19. Qxd4, then black plays 19...bh3 putting pressure on the queen and king, which is allowed by the queen vacating the 3rd rank to capture the knight.
Why not 19. Qxd4 ?
Fischer making clever plays again, tries to lure his opponent into position.
